In 2011, the then Minister for Gaming issued a licence to Intralot Gaming Services Pty Ltd (IGS), to provide an electronic monitoring system.
The monitoring licence lasts for 15 years, and all poker machines in Victorian venues must be connected to this system. It expires in August 2027.
The licence requires IGS to conduct monitoring services and carry out any activities, maintenance or other work necessary to ensure a continuous and uninterrupted operation of the poker machines or systems and is responsible for the detection and continuous recording and monitoring of significant events, which can be a critical tool in detecting both money laundering and gambling harm risks.
As part of the monitoring licence, IGS also delivers the state-wide pre-commitment scheme, YourPlay.
YourPlay is a carded pre-commitment scheme that allows players to set time and spend limits, to stay in control of their play. While using YourPlay is optional for players, it is mandatory for venues to have it installed and available on all electronic poker machines.
The Monitoring Licence and Related Agreement is in line with section 3.4.53 of the Gambling Regulation Act 2003(opens in a new window) (the Act).

The next Monitoring and Pre-commitment Licence
On 21 April 2026, the Minister for Casino, Gaming and Liquor Regulation (Minister) awarded the next Victorian monitoring and pre-commitment licence to Intralot Gaming Services Pty Ltd (IGS).
The new monitoring licence is for a 15‑year term and will commence on 16 August 2027. Until that date, the current Monitoring Licence arrangements remain in place and continue to operate.
About the next Monitoring Licence
Under the next licence, IGS will:
- Continue to operate Victoria’s EGM monitoring system, connecting approximately 26,300 EGMs across the State, including EGMs at the Melbourne casino.
- Deliver and maintain Victoria’s state‑wide pre‑commitment system (YourPlay).
- Provide real-time monitoring of gaming machines to help protect the integrity of machine operations.
